The question of whether AI can play a role in benefiting African populations outside the continent’s major capitals and tech hubs is one that is increasingly vexing poliymakers across Africa.<\/p>\n

In Morocco – a country that is no stranger to the adoption of technologies but which also faces significant employment challenges – the question is particularly acute. <\/p>\n

In January, Amal El Fallah Seghrouchini, Morocco’s minister for digital transformation and administrative reform, oversaw the launch of “Jazari Root” in Rabat, a government-led body in the country’s capital which she says aims to “distribute the good of AI everywhere across Morocco.”<\/p>\n

Indeed, the Moroccan government is establishing a national network of AI “centres of excellence,” known as Jazari Institutes, as part of Morocco’s wider AI and digital transformation strategy.<\/p>\n

The North African country is setting up a distributed network of Jazari Institutes across each of its twelve administrative regions, with each one serving as a local hub of AI research, innovation, and digital development. The central hub in Rabat – Jazari Root – is to act as the national coordinating entity for the entire Jazari network, aiming to unify efforts across different regions and sectors.<\/p>\n

Seghrouchini says having a local presence across the country is vital for ensuring that the government can successfully harness AI in the most effective way for each specific region, which all have different needs and priorities.<\/p>\n

“His Majesty King Mohammed VI has said that each region of Morocco needs to be as technologically developed as each other. Last August he said that the speed of the internet should be the same in the mountains as it is in the countryside and in the cities,” she explains. “So we have been trying to find a solution that allows each region to build as equally as possible.”<\/p>\n

“We know that the regions are not equal, of course, in terms of population, resources, and geography, but the creation of this network will allow us to distribute the good everywhere,” Seghrouchini says.<\/p>\n

Neighbourhood AI <\/h2>\n

One of the key ideas behind the Jazari Institutes is to empower each individual region of Morocco to build AI solutions that will make the biggest impact depending on local market conditions and realities. <\/p>\n

“With the Jazari Institutes, we are developing a network of institutions of excellence nationwide. All of the institutes are dedicated to AI, but each have different focuses depending on the local context.”<\/p>\n

For example, in Dakhla – which the Moroccan government is aiming to establish<\/a> as a hub for green hydrogen and other renewable energies – the local Jazari Institute is focused on the interplay between AI and renewables.<\/p>\n

Seghrouchini explains that “this is designed to support the creation of a 100 megawatts data centre called Igoudar Dakhla, which will be able to provide computational power and data storage to Morocco and other countries in the south, such as Mauritania and Senegal.”<\/p>\n

Other Jazari Institutes will focus on other AI-related topics. Seghrouchini says that the desert city of Guelmim in southern Morocco is to focus on how AI can enhance water management, while Marrakech, given the city’s explosive population growth and pressure on infrastructure, will be thinking closely about AI’s role in smart cities. In the north of the country, which has become a major hub for manufacturing, they will be researching and implementing solutions related to AI robotics.<\/p>\n

Seghrouchini notes that one of the most important impacts of the Jazari Institutes will be to give the central government a stronger idea of what local needs are, and how AI can be best channelled to meet local priorities. “Sometimes from Rabat we simply are not aware of the real problems in the regions,” Seghrouchini tells African Business<\/em>. “As a result, I would like us to have this bottom-up rather than top-down approach.”<\/p>\n

Tech strategy takeoff<\/h2>\n

The launch of the Jazari Institutes forms part of Morocco’s wider<\/a> “Digital Morocco 2030” strategy, which was unveiled in September 2024 in Rabat. The strategy includes a range of major goals aimed at leveraging the power of new technologies, such as AI, to modernise Morocco’s public services and accelerate the country’s economic development.<\/p>\n

The aims include enhancing the efficiency of Morocco’s government and positioning the country as a leading tech and economic hub in Africa and the Arab World, particularly as Morocco gears up to co-host the 2030 World Cup with Spain and Portugal.<\/p>\n

This strategy is being backed up with significant investments in infrastructure and human capital. Seghrouchini says the government has so far committed 1.3bn dirhams ($145mn) to AI and digital projects, “a sum which is huge for Morocco,” while officials are also engaged in talks with the World Bank regarding further funding that could support the 2030 strategy. These funds have largely been put towards building necessary infrastructure, as well as training civil servants, students, and others in AI tools.<\/p>\n

Call for tech investment<\/h2>\n

While the Jazari Institutes are primarily aimed at ensuring the benefits of AI adoption are felt equally across Morocco, Seghrouchini also hopes that the initiative will help boost the country’s attractiveness as a destination for foreign investment. Indeed, she notes that one of the priorities of the institutes are to help local start-ups become stronger and more commercially viable.<\/p>\n

She is encouraged by the increasing attention global tech incubators and venture capital funds are placing on Morocco, such as California-based fund Plug and Play, which recently launched an accelerator programme in the country.<\/p>\n

“We want more worldwide investors to come to Morocco and put their money into Moroccan startups. In the 2025 Global Innovation Index rankings, we were ranked third in Africa and have gained 14 positions,” Seghrouchini says. <\/p>\n

“There is still work to do but with have a lot of talent, good schools, and many resources. So, I am optimistic that there is nothing to prevent us from achieving our goals.”<\/p>\n

Africa debates AI implications<\/h2>\n

On the whole, business leaders, governments, and policymakers in Africa have expressed optimism around the potential of artificial intelligence (AI) to drive up standards of living across the continent.<\/p>\n

With AI already<\/a> being used in critical industries such as agriculture, healthcare, and finance to optimise productivity and fuel higher growth, many hope that the technology will empower Africa to “leapfrog” into a new advanced stage of economic and social development.<\/p>\n

However, the rise of AI is not without its challenges. At Africa’s first global AI summit, which took place<\/a> in Kigali in April last year, several heads of state warned that the technology risks widening the divide between rural and urban populations.<\/p>\n

Togo’s president Faure Gnassingb\u00e9, for example, warned that AI risks serving “only a connected urban minority while leaving out informal workers and young people in rural areas who lack access to technology.”<\/p>\n

Rwanda’s Paul Kagame argued that Africa needs to take proactive steps in terms of investment and infrastructure to allow “more of our citizens to benefit from the good AI can deliver to all of us.” The CEO of telecommunications giant MTN Group, Ralph Mupita, has similarly warned that the rise of AI could create a “digital underclass” in Africa if the continent fails to prioritise inclusive growth.<\/p>\n<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"
